Maruba, being a rather young phenomenon, has an early set of governing bodies, which all lead back to the Jarl, Valdemar Kovac. Kovac himself was the one who designed this system, along with a fellow exilee by the name of Radovan Petöfi, who was to go on to become the first High Judge of the Maruban High Court. The first document of legislation that was written was the Maruban Migilancy, the document which was signed by all Yawroni elders, admitting their village to be part of the City state of Maruba. This document founded a loosely built nation, and was amended multiple times over the coming years. The Current version consists of 13 such amendments.
Maruba as a state came into being officially in 2355 ad according to the northern calendar, with the signing of the Maruban Migilancy. The Kovac Coup, as it is known today, promised the native villagers prosperity and resources, in exchange for submission to the new state. He was able to procure such a deal through the backing of the Marubi people of the Calledian Sea, with whom he’d formed a close connection. All fifteen elders signed, most rather grudgingly, but due to the famines of previous years, they had no choice but to accept.
After the takeover of Kovac, he did a multitude of things: setting up temporary camps for the settlers, along with assigning for the Red Harbor to be built, for the maintainability of the future town which was to be built. He also ordered the construction of the Fehérvár castle, the seat of his rule. To silence the growing opposition to his new regime, he held elections across the small town to vote in a council of six more people to rule alongside, though slightly below, himself.
These six were assigned to be the heads of the six governing departments of Maruba. These people were electable for periods of ten years, however the Jarl was an exception to this rule. The families of the electorates quickly became very influential in maruban society, though their wealth and power was limited to the time of their family member staying in council. Keeping that wealth afterwards was a hard task.
Today, Maruba is a growing power, and in 2380, celebrating the 25th anniversary of the Migilancy, the six council members gained the power to elect their own subordinates to run minor authorities within their own branch of governing.

The department focuses on diplomatic connections with other nations, trying to keep enemies at bay and friendly forces close by. They have a strong cooperation with the Department of Economics in regards to the trading agreements regarding convoys and the Red Harbor itself.

Focuses on situations arising in and around North Vallenora, Calledia, and Nordenya
Bureau of Southern Affairs: [♂] Veron Zolga (2380-present)
Focuses on situations arising in and around South Vallenora and other islands in the South.
Department of Domestic Affairs: [♀] Esther Wer (2355-present)
The Department of Domestic Affairs has much on its table, all from natural resources like crops or the mining industry, to human resources and their use in regards of health, education and so on.
Bureau of Subterranean Resources: [♀] Nóra Lámpás (2380-present)
Focuses on the mining industry and regularly pays visits to the shafts to ensure working safety to further the economic growth of the state.
Bureau of Superterranean Resources: [♀] Alma Sarga (2380-present)
Oversees the production of food and the keeping of livestock, along with HR related issues. Responsible for the futile “Commoner Education” along with the health care system and much more.

Maruba’s Economics Department is cooperating with other departments, companies and citizens alike to maintain and improve the stance the maruban currency, the Shell. The name is derived from the fact that Yawron, before the foundation of Maruba, used actual sea shells as currency.

Keeps offices at the Red Harbor, Lulion, and Kirugrad alike, to prevent unauthorized imports and smuggling.
Bureau of Taxation Regulations: [♀] Sara Nesze (2380-present)
Collects taxes and keeps tax rates at an optimal level.
Bureau of Trade and Licenses: [♂] Marton Nesze (2380-present)
Rules whether certain substances may be banned or not. A number of powders and beverages top this list. Also hands out merchants licenses, giving traders permission to sell goods in maruban territory, this is done in an attempt to keep an overview of the things at commoners disposal.

The banking system is the main responsible body in regard to the shell. It regulates interest rates and has monopoly on loans.

This Department has a strong influence of the Menekvés family, a wealthy family from the neighboring city state of Piterud. It is responsible for all government funded construction projects across maruban territory.

Has main role in the large town of Maruba itself, as many villages are rather self going, but most larger buildings are their doing. Their architects have worked the wonder of Fehérvár and the Red Harbor alike.
Bureau of Rural Constructions: [♂] Jehon Menekvés (2380-present)
The Rural Bureau is concerned with maintaining a good infrastructure; maintaining roads, bridges, tunnels, aso. And it has authority over whether the state gives funding to projects in villages, such as new churches or alike.

The only marubi in a governing office, Keszegi and his team oversee the constructions and maintainances of marubi homes and other subsurface structures.

The guardians of law and order operate from the High Court of Maruba and their main objective is to eradicate any signs of criminal activity.
Bureau of Law Enforcement: [♂] Andras Hösi (2380-present)
The Maruban bureau of law enforcement, MarBLE for short, consists of the police force, which is housed together with the customs in most areas other than the city itself, where it operates from the cellar floor of the court. This makes bringing criminals to hearings rather less of an issue. They are also tasked with patrolling the city at night, and act as a fire brigade in cases of emergency.

The high court is constituted of a large building on the shoreline of Maruba, where quarrels are solved. Lesser courts operate in the same building, meaning the full group of judges only tend to the largest issues, along with quarrels which have been appealed at least twice. A high court ruling is final and can only be impeded by the Jarl himself and this has to current date (2384) never occurred.
Bureau of Federal Investigations: [♂] Milos Gyulai (2380-present)
The federal bureau of investigation is a transnational law enforcement agency, operating in Roklavia and Maruba alike to round up and catch criminals, in reality mainly the remaining henchmen of the now deceased, infamous head of the Roklavian Murder Guild, Tishinitsa Sablyanya. The bureau focuses on large scale smuggling and criminal activity, and is hence active in different, usually more dangerous areas, than the Marble is.

Maruba’s military forces are, and have always been, a vital part of the nations survival. Pirates roaming the Calledian Sea are along with the occasional raiding party an imminent threat to the lesser settlements around North Vallenora. Service in one of the three branches of the army is compulsory for two years for all male marubans, including those of the marubi population, spare those deemed unfit for physical labour, while it is optional for females. After the time of servitude is up one can chose either to go back to an ordinary citizen’s life, to be called upon in time of war, or stay to serve the state as long as the soldier in question is deemed fit. Those who retire after their two years, a training camp every half decade is also compulsory in order to keep the population in good shape for a crisis.
Maruban Marine Force: [♂] Vasin Sitai (2380-present)
Originally complied of spare refugee ships and the odd trade vessel to protect the small port from piracy, the marines now stand with a proper fleet behind them. Their main task is still to keep pirate fleets at bay, however today they also hold most maruban trading vessels under their protection as well, often accompanying shipments to ensure delivery and profit. To the marine’s command stands also the marubi soldiers trained by the Military Administration, who can carry out a diverse set of tasks which humans are unable to.
Maruban Air Force: [♀] Iva Belinova (2380-present)
Despite being the smallest fragment of the maruban military assets, the MAF is recruiting intellectuals from all across the North to produce fine airborne vessels to aid the navy’s search for pirates. The soldiers specializing in gliding techniques are also under the leadership of the MAF.
Maruban Military Administration: [♂] Georg Vitéz (2380-present)
The Military Administration is the heart of the Defense Department and busies itself with looking after the education and maintenance of the small active army of the state along with keeping tabs on the sleepers, e.g. the people who are not active members of the army. They also cooperate with the Economics Department in order to make sure that funding to this entire department goes where it should.

The villagers of Yawron were always isolated and cared little for anyone but themselves and their neighboring villages, with whom they shared culture and had minor trading relationships, ranging from cattle to children to wed.
After the takeover by the exiled roklavians, things took a turn which opened the place up to the world. While the roklavians were about as nationalist as the villagers had been, the newly appointed Jarl saw the necessity of close international ties. The fleet sent out by the Jarl has proven to have carried a crucial role in maintaining the expansion from Yawron to Maruba. Although all did not bring much of a change, the ones which headed to nearby realms came back with much positive results.
In the Great Tournament of 2384, ties were further tightened with the neighboring states, allowing for a slight ease on the military presences around the city. Even a new country was discovered as a result of the event.

*´ While most commoners still have a special place in their hearts for their old home, there are those who oppose the friendly terms that exists between the states. As allies in the unity of the Northern Realms, these powers have been oppressed, however less trading exists between these two than the rest of the factions of the North. To aid the relationship however, a migration policy has been worked on between the states (excluding banned marubans).
